Figure 2. The Hydro-Illogical Cycle depicts society's tendency to be apathetic about long-term weather and climate, and thus be caught unaware and unprepared for drought, progressing to panic, and returning to apathy once precipitation returns. The challenge to society is to break the hydro-illogical cycle by taking a proactive approach to this “creeping” natural disaster. For effective management, we need to have a plan ready to deal with crises, be vigilant and monitor drought, be aware of our water consumption and the status of our water supplies, and be prepared for action once drought has been detected.
