Climate Mitigation and Agriculture: Public Policy Education

This project involves economic evaluations of the effects of actual and proposed climate change mitigation policies. It compares and contrasts state energy and carbon emission intensity and climate mitigation policies, seeking to examine how state resource endowments affect policy development and resource use. It also examines strategies to sequester carbon or reduce carbon emissions.

Part of this project was conducted in conjunction with the National Climate Assessment. This portion of the project analyzed impacts of mitigation policies and assesses how they might affect agricultural production and income in AZ and NM, with a special focus on the high value fruit, vegetable, and nut crops important to Southwest agriculture. Researchers assessed impacts on input costs, output prices and potential revenue from sale of agricultural carbon offsets, and quantified how allowances for energy-intensive, trade-exposed industries can significantly reduce agricultural costs. Researchers used representative farm analyses, which allow growers to estimate implications for their own operations.
